The European Union is taking significant steps to bolster its defense capabilities, even as internal disagreements persist on the best approach to supporting Ukraine. Recent weeks have seen increased lobbying from defense industries seeking EU funding, alongside political maneuvering over financial aid packages.
European Commission President Ursula von der Leyen recently unveiled a five-step plan to finance massive defense investments across the European Union, aiming to strengthen the Union's strategic capabilities. The details of this plan are expected to outline specific measures designed to support significant defense-related investments.

Defense Spending Surge and Lobbying Efforts
Following the Russian invasion of Ukraine, major defense industry lobbyists have reportedly increased their budgets and pressure teams, holding numerous meetings with EU commissioners in an effort to secure more EU funds. One report suggests that the defense lobby held 18 meetings with commissioners in just three months, with budgets increasing significantly in the past year. This surge in lobbying activity underscores the growing importance of defense spending within the EU framework.
“The EU must invest in its own defense to ensure its future security,” stated one EU official, emphasizing the need for a stronger, more independent defense posture.
Dissenting Voices on Ukraine Aid
While there is broad agreement on the need to bolster European defense, support for Ukraine remains a point of contention. Recently, a proposal to enhance support for Ukraine was approved, but not unanimously. Notably, Robert Fico of Slovakia voted against all proposals related to Ukraine. This contrasts with the stance of Viktor Orbán, who, while often critical of EU policies, did not block the vote in this instance.

Macronists Unite
In France, Macronist parties Renaissance, MoDem, and Horizons are uniting to support President Macron's international efforts, particularly concerning Ukraine and strengthening the European Union. This unity reflects a broader effort to present a united front on key European issues.

However, controversy continues to swirl around other members of the European Parliament. A group of senators has called for the lifting of parliamentary immunity for Rima Hassan following her remarks on "legitimate action" by Hamas. These senators argue that her statements undermine the values of peace upon which the European Union is founded.
The EU's focus on defense spending comes at a critical time, as the bloc grapples with internal divisions and external threats. The coming months will be crucial in determining the effectiveness of the EU's new defense strategy and its ability to maintain a united front on key foreign policy issues.
