The governor of the Kherson region, Oleksandr Prokudin, has reported that Russian forces are attempting to cross the Dnieper River by sending soldiers on what he describes as "suicide missions." According to Prokudin, Moscow aims to strengthen its territorial claims over the region ahead of any potential peace negotiations.
